Progress in Land Regularization in La Paz: 21 Property Titles Approved

Unanimous Approval by the City Council
The City Council of the XVIII Municipality of La Paz has unanimously approved the issuance of 21 property titles for families in the Granjas Manuel Márquez de León neighborhood. For years, these families have lived without legal certainty regarding their land. The announcement was made by Jehú Vázquez Savín, the Secretary General of the City Council, who emphasized that this measure aims to address a historical debt in terms of housing and land tenure in vulnerable sectors of the municipality.
"We are going to deliver 21 property titles, this is part of a land regularization program, which the mayor with a license, Milena Quiroga, has mentioned repeatedly, the program of putting the poor first in polygons one and two in the Márquez de León area, Granjas, La Cárdenas, and the entire area,"
stated Jehú Vázquez Savín.
The approval of these titles comes after months of compiling files and technical assessments coordinated by municipal authorities. While this progress offers relief to the direct beneficiaries, the backlog in property regularization in the capital of Baja California Sur still affects thousands of occupants who are demanding institutional speed to access public deeds and formal coverage of basic services.
A Step Towards Social Equity
This municipal program is part of a broader strategy developed in collaboration with the Federal Government, focusing on areas of social priority. The authorities detailed that securing property rights is the first step toward implementing essential infrastructure projects such as paving, water supply, and street lighting in informal settlements.
The initiative, titled “For the Good of All, Put the Poor First,” was originally promoted under the administration of the mayor with a license, Milena Quiroga Romero. It involves progressive interventions in priority polygons on the urban periphery. Working groups and document integration sessions have extended to areas like Villas de Guadalupe, Lagunitas, Laguna Azul, Vista Hermosa, and Ampliación Vista Hermosa, where the lack of legal documentation hinders organized development.
"The regularization of land is crucial for the development of these communities, as it provides the legal security necessary for families to invest in their homes and improve their living conditions,"
added Vázquez Savín.
Challenges Ahead for Infrastructure Development
The lack of land regularization in the peripheral areas of La Paz is a consequence of the population growth recorded over the last decade, which has exceeded the municipality's territorial planning capacity. Urban development specialists point out that while the issuance of titles provides legal security, the budgetary challenge for the La Paz City Council will be to allocate funds for the public infrastructure required in these neighborhoods once they are incorporated into the formal cadastral registry.
The Municipal Government has assured that it will continue inter-institutional efforts to expedite pending procedures in polygons one and two. The declared goal of the authorities is to consolidate the right to dignified housing and formalize private property for families in the most socially disadvantaged communities of the municipality.
