President Claudia Sheinbaum Launches Major Housing Program in Baja California Sur

The Initiative Plans the Construction of 37,500 New Homes and the Formalization of 50,000 Land Titles to Benefit Low-Income Families and Youth.


Historic Boost for Housing Rights in Los Cabos


Demonstrating a strong commitment to social equity and balanced urban development, Mexican President Claudia Sheinbaum Pardo led the signing of the official agreement launching the Welfare Housing Program in Cabo San Lucas, Baja California Sur. Alongside Governor Víctor Manuel Castro Cosío, the President emphasized that access to adequate housing is a fundamental human right rather than a commercial commodity.


Initial operations will focus on a preliminary residential complex comprising 500 units, each spanning 60 square meters, designed to provide well-structured spaces and essential services for local residents.



Project Distribution and Target Groups


During the official announcement, Edna Elena Vega Rangel, head of the Ministry of Agrarian, Land, and Urban Development (Sedatu), outlined the operational breakdown of the strategy:


  • Non-Beneficiaries of Social Security: A total of 25,000 homes will be allocated to low-income families currently outside the traditional social security system.


  • Infonavit Members: The remaining 12,500 homes in the state plan will cater to workers enrolled in the national housing fund.


  • Land Title Regularization: The program includes the legal registration and delivery of 50,000 property deeds to guarantee tenure security for local households.


This initiative aims to improve living conditions in areas marked by rapid tourism development, ensuring that local workers have access to quality infrastructure, community spaces, and essential public utilities.



Structural Reforms for Public Home Construction

Meanwhile, Octavio Romero Oropeza, Director General of Infonavit, addressed the legislative progress surrounding the reform of Article 123 of the Mexican Constitution. This structural change will reinstate the institution's legal mandate to acquire land and construct housing developments directly through its own state-run construction company.

This legal framework seeks to streamline land acquisition, simplify municipal building permits, and ensure the continuous delivery of affordable, high-quality housing.
