Enhancing Emergency Response Skills in Baja California Sur

Strengthening Community Resilience
As part of ongoing efforts to improve emergency medical response capabilities, the State Council for Accident Prevention (COEPRA) has successfully conducted 22 first aid courses throughout 2026. These initiatives have equipped 460 residents of Baja California Sur with essential skills to act as first responders in critical situations. Ana Luisa Guluarte Castro, the Secretary of Health, emphasized the importance of these trainings during a recent COEPRA Ordinary Session.
"These trainings allow individuals to acquire or reinforce skills to provide initial care to those whose integrity or life is at risk due to an accident or health emergency."
The sessions saw participation from various authorities, including health sector officials, armed forces representatives, public safety institutions, and local government officials. This collaborative effort underscores the commitment to fostering a well-prepared community capable of responding effectively to emergencies.
Comprehensive Training for Diverse Scenarios
The first aid courses are designed to impart crucial knowledge on basic procedures that can be executed in the event of accidents or sudden illnesses while waiting for professional medical assistance. Guluarte Castro highlighted that the training covers a wide range of topics, including scene evaluation, activation of the pre-hospital care system via 911, assessment of the injured, basic life support, and initial management of injuries until specialized help arrives.
"The courses provide knowledge on basic procedures that can be performed in emergencies, ensuring timely intervention."
These trainings are not limited to public sector employees; they also extend to civil organizations, ensuring a broad base of trained individuals ready to act in emergencies. The initiative reflects a proactive approach to public safety, aiming to create a network of first responders within the community.
Future Plans for Educational Institutions
In a strategic move to further enhance community preparedness, COEPRA has agreed to expand these first aid training programs to basic education institutions. This initiative aims to equip school communities with the necessary knowledge to respond promptly in emergency situations. By integrating first aid training into school curricula, the goal is to foster a culture of safety and preparedness among younger generations.
"We aim to ensure that school communities have the knowledge to act promptly in emergencies."
The decision to include educational institutions in this training initiative reflects a growing recognition of the importance of early intervention in emergencies. By empowering students and staff with first aid skills, the program seeks to create a safer environment for learning and development.
As Baja California Sur continues to prioritize public safety and emergency preparedness, the ongoing efforts of COEPRA serve as a vital component in building a resilient community. The training of 460 individuals in first aid this year marks a significant step towards ensuring that residents are equipped to handle emergencies effectively, ultimately saving lives and enhancing the overall safety of the region.
