Advancing Healthcare: Renewal of Medical Services Exchange Agreement in Baja California Sur

Collaborative Efforts for Better Healthcare

The Government of Baja California Sur, through its Ministry of Health, has initiated a significant step towards renewing the medical services exchange agreement with key health institutions, including the Mexican Social Security Institute (IMSS), IMSS Bienestar, and the ISSSTE. This collaborative effort aims to enhance the capacity of these institutions to provide timely medical care to their beneficiaries. The meeting also included remote participation from Gerardo Javier López Vázquez, the director of Interinstitutional Agreements at the federal Ministry of Health.

"This agreement allows us to coordinate the provision of services according to the capabilities and needs of each institution,"

stated Ana Luisa Guluarte Castro, the Secretary of Health.

During the meeting, various agreements were established to formalize the renewal of this vital agreement, which is set to extend until 2026. Guluarte Castro emphasized the importance of this collaboration, which has been operational throughout the year, ensuring that subrogated medical services continue to benefit patients across the region.

Importance of Formalization

The necessity of formalizing the renewal through the signatures of the heads of the participating institutions was highlighted, as this will facilitate the processing of payments related to the exchanged services. These payments are based on previously agreed catalogs and rates, ensuring transparency and efficiency in the operation of the healthcare system.

"It is essential to formalize the renewal to ensure that we can continue providing these vital services to our patients,"

Guluarte Castro added.

The collaborative model has proven beneficial, with the Planning Directorate reporting that over 29,000 services were exchanged in 2025, positively impacting more than 5,600 patients from various health insurance schemes. This data underscores the significance of maintaining such a framework, which guarantees medical interventions for the population of Baja California Sur, regardless of their social security affiliation.

Expanding Access to Specialized Medical Services

The range of services covered under this agreement includes critical treatments such as radiotherapy for cancer patients, CT scans, MRIs, neonatal intensive care, specialty consultations, and psychiatric hospital care, among others. The coordinated operation of these services not only broadens access to specialized medical care but also helps to minimize the need for patients to travel to other states for treatment.
